FAKTOR EMPIRIS PENDORONG PENETRASI BROADBAND PADA TINGKAT EKONOMI BERBEDA

Teknologi broadband telah menjadi trend komunikasi global yang dianggap memicu pertumbuhan ekonomi
nasional. Isu ini memicu banyak negara untuk menerapkan strategi adopsi yang mendorong penetrasi broadband.
Penelitian ini bertujuan untuk mengetahui faktor empiris yang mendorong penetrasi broadband ditinjau dari faktor
ekonomi, sosial, demografi, regulasi, dan teknologi. Dengan pendekatan data panel pada tiga teknik estimasi
model, diketahui bahwa GDP per kapita, laju angkatan kerja, HDI, regulasi, dan penetrasi internet memilliki
tingkat signifikansi tinggi dan berkorelasi positif terhadap laju penetrasi broadband. HDI, regulasi, dan penetrasi
internet menjadi variabel kunci yang mendorong penetrasi broadband. Hasil estimasi dengan metode FEM
mnunjukkan ketersediaan regulasi akan mendorong penetrasi broadband hingga 0,54% dan sebesar 27,04%.
Hasil ini mengindikasikan pentingnya kebijakan yang mampu menstimulasi penetrasi broadband sehingga
berimpak pada produktivitas nasional. Kebijakan pembangunan broadband lebih diutamakan pada peningkatan
kualitas sumber daya manusia bukan berfokus pada infrastruktur.
Abstract
Broadband technology has been a global communication trend which has been considered as a boost to national
economic growth. This issue has lead many countries to apply the adoption strategy that supports broadband
penetration. This study aims to determine the empirical factors promoting broadband penetration in terms of
economic, social, demographic, regulatory, and technology. By using panel data approach on three estimation
techniques model, it is found that GDP per capita, the rate of labour force, HDI, regulation, and internet
penetration have a high level of significance and positively correlated to the rate of broadband penetration. HDI,
regulation, and internet penetration are the key variables that drive broadband penetration. The presence of
regulation will drive broadband penetration up to 0.4%. These results indicate the importance of policies which
could stimulate broadband penetration so that it has an impact on national productivity. The regulation should
be emphasized to increase the quality of human resources instead of focusing on infrastructure.
